New requirements on transports to/from Romania

As a measure against corruption, the Romanian Government has introduced a requirement for a UIT number on all consignments to/from Romania as of 1 January 2024. After the end of the start-up phase, this will now be enforced effective from 1 July 2024 with possible fines if the rules are not complied with.
Therefore, all shipments booked to/from Romania must include a UIT number in the "Goods description" field. However, there are a few exceptions for shipments with the value of less than 10,000 RON and a weight of less than 500 kg. In this case, your Romanian consignor/consignee will inform you that the shipment is "UIT FREE".
The UIT number is created by the Romanian consignor/consignee in a local SPV system by entering information about the consignee, delivery address, goods description, quantity and value as well as
information about border crossings, date of border crossing, carrier SE number, vehicle license number and CMR number.
What does this mean for me as a customer?
Export shipments
When ordering export shipments to Romania with DHL Freight, the following information is required to be included in the booking:
- Name, address, telephone number and email address of the Romanian recipient
- Goods description must be filled in with the UIT number or UIT FREE (e.g. UIT1234567890123456 FOOTWEAR or UIT FREE FOOTWEAR)
In order for the Romanian shipper to obtain a UIT number, they need a license number of the vehicle/trailer as well as border crossings for the transport. As this is not decided until we have received your booking, and still can be changed, you will initially need to provide the following pro forma information to the receiver of your goods in Romania:
- Carrier: DHL Freight Denmark A/S (VAT no. DK41041293)
- Vehicle/trailer license no.: DHL123 / DHL124
- Border crossing: Nagylak (Hungary) / Nădlac (Romania)
- Date of border crossing: 5 working days after desired loading date
- CMR no.: 100000
In the case of direct transports of part or full loads, we will contact you as a customer as soon as the goods are loaded and we therefore have the correct information. After this, it is your job as customer to ask the Romanian receiver to update the SPV system with the correct information.
Should this not have happened upon arrival at the Romanian border, DHL Freight reserves the right to charge waiting time costs and any fines to the party behind the booking.
Import shipments
When ordering import shipments from Romania with DHL Freight, the following information is required to be included in the booking:
- Name, address, telephone number and email address of the Romanian shipper
We will thereby receive the necessary UIT number from the shipper when loading the shipment.
In case the shipper for any reason is not be able to provide a UIT number when loading, DHL Freight reserves the right to charge the party behind the booking any incurred additional costs – including waiting time and costs for unsuccessful pick-up.
Fee for missing UIT information
As it involves a lot of manual work if the UIT information is not included in orders booked with DHL Freight, we need to introduce a 195,00 DKK fee per shipment for missing information. This fee will only be charged on received bookings lacking the necessary information in order to complete the transport and will be stated on the individual invoice as EKAER surcharge.
