Electrical equipment is a restricted commodity that requires a certificate of approval or a letter of exemption for entry into Malaysia.
If you are importing electrical equipment for personal use, obtaining an exemption letter from the Energy Commission (Suruhanjaya Tenaga) in the form of a Letter of Personal Use is mandatory.

Permit Application, Charges and Process
No, you do not need a SIRIM import permit.
Instead, you will require a Letter of Personal Use issued by the Energy Commission (Suruhanjaya Tenaga) if Customs holds your electrical equipment.
Yes, you can apply in person at the Electrical Equipment Unit, Suruhanjaya Tenaga (ST) Headquarters in Putrajaya, or at ST Regional Offices in Johor Bahru, Butterworth, Ipoh, and Kota Kinabalu.
There are no fees charged.
Applications meeting the required conditions will be processed and approved on the same day, subject to the Director's approval.
The conditions:
- Only one unit for each type of equipment is allowed to be imported.
- Equipment must match Malaysia's voltage and frequency ratings (230V/240V, 50Hz).
- Equipment details must be accurate.
- Equipment is for personal use at the applicant’s address.
- Installation and usage must comply with safety procedures.
- Energy Commission (ST) and Customs are not liable for any risks.
- The letter is valid for one month from the approval date.
To apply for the Letter of Personal Use, you need to submit 3 copies of the ST(PE)4 (Amendment 2019) Form to the Energy Commission (Suruhanjaya Tenaga) along with supporting documents.
Documents required to be attached are:
- Copy of identity card/Passport
- Relevant documents as evidence such as a copy of the invoice, resignation letter, transfer letter, prize-winning letter and others.
Completed application form can be submitted to ST’s HQ (Putrajaya) or any ST’s Regional Office.
You should apply for the Letter of Personal Use before your shipment arrives at Malaysia Customs.
