SOUTH KOREA CUSTOMS UPDATE: REVISION OF THE NOTIFICATION FOR EXPRESS IMPORT CLEARANCE AND REAL NAME VERIFICATION FOR DE-MINIMIS
Shipments used for sample or personal consumption and valued at USD150 or less (USD200 from the US and PR) are classified as de minimus, except licensed items like quarantine, medicine, live stocks, and marine products, alcoholic beverage and tobacco.
With the rapid growth of B2C and e-commerce shipment into the country, Korean Customs enforced a new procedure called ‘real name verification’ to take proper control over illegal goods imported into the country and pre-empt any attempt to avoid tax by using others’ identification number.
Real Name verification requires the consignee to verify himself/herself by submitting PCCC (Personal Customs Clearance Code) which can be obtained on-line from the customs website to get his/her B2C and C2C shipments cleared as de minimus. Ecommerce sellers selling into Korea are required to get the PCCC information prior to shipping and include that information as part of the Commercial Invoice.

Effective date: For the new requirement of individual clearance ID will be applied from Sep 2, 2019, but is now delayed to 4th Nov 2019.
