Various regulations are in place in each country regarding the import and export of tobacco products and foods containing meat extracts. When you, as a sender, entrust us with the transportation of international air cargo, you will need to make the appropriate declarations regarding these products, etc. However, in recent years, there have been more cases of shipments due to false or missed declarations than before.

 

If a fraudulent declaration is made, the cargo may be confiscated or destroyed by the customs or quarantine authorities of each country, and the sender/importer, etc. may be subject to fines.

Transport and delivery companies may also be subject to penalties, increased inspections, and other penalties.

 

Therefore, we ask for your understanding and cooperation regarding the following points:

1. Proper reporting is essential

When entrusting international air cargo transportation to our company, proper declaration is required. If declaration is not made properly, transportation operations may be suspended and additional costs may be incurred by the customer.

Ultimately, the cargo may be disposed of and transportation may be suspended or terminated (this is at our discretion).

2. Regarding shipping to Australia

The Australian Border Force is taking strict measures to prevent fraudulent declarations of tobacco products in cargo sent from Japan to Australia. If fraud is discovered, fines may be imposed on customers and/or the shipping/delivery company.

Please note that in this case, we will charge you an additional fee.

 

3. What to do if a fraudulent declaration is discovered

(1) If fraudulently declared or concealed tobacco products are discovered after we begin handling the shipment, the shipment will be immediately disposed of as "non-handling cargo" under our transportation terms and conditions. The cost of disposal will be borne by the customer.

(2) In addition, even if the goods have not yet been disposed of, if they have been stored in a DHL bonded warehouse for four days or more (excluding Saturdays, Sundays, and holidays) after our acceptance, an additional fee of 1,700 yen per day and 35 yen/kg will be charged.

 

4. Refund of shipping charges

Any shipping charges paid for discarded tobacco products will not be refunded. Please note that we cannot accept cancellations of card payments, even if you have paid by credit card.

 

It is important that you make the appropriate declarations when using international air cargo transportation.

This will ensure a smooth process and help us avoid unnecessary costs, so we appreciate your understanding and cooperation.

Service Notice

At DHL Express, we pride ourselves on our global network, our local knowledge, and our ability to offer a reliable delivery service.

To ensure operational continuity during a period of high demand, we will be activating a Demand Surcharge effective 15 September 2024 until 31 January 2025.

 

THE SERVICES THAT SUBJECT TO DEMAND SURCHARGE

DHL Express Worldwide, DHL Express Worldwide Import, DHL Express 9:00/10:30/12:00, DHL Express Envelope, DHL Express Easy, DHL Medical Express, DHL Breakbulk Express.

THE MECHANISM OF THIS SURCHARGE

The Demand Surcharge will apply per shipment in Japanese Yen per kg according to the origin and destination.

 Should there be any modifications to the charge or the applicable dates, we will provide advance notice, however, to stay up to date with the latest information about Demand Surcharge and to understand how these surcharges are calculated, please visit website

We value your business and appreciate your support with the activation of this surcharge. 

There is currently an email circulating that purports to be a notification for DHL ON DEMAND DELIVERY service.

These spoofed emails use a sign-in link to direct recipients to a fake website. If you receive an email that you do not recognize, please do not click on the link.

This is a temporary surcharge to cover operating cost increases due to an emergency out of DHL’s control. This includes (but is not limited to) changes in market dynamics and air capacity availability. We will continue to evaluate and adjust this surcharge as market conditions evolve for the duration of the emergency situation.

  • Effective April 1, 2024 the Emergency Situation Surcharge is suspended
  • The suspension applies from all origins to all destinations and for all products

DHL reserves the right to re-activate the Emergency Situation Surcharge. Both the amount and duration of the surcharge will be determined at DHL's sole discretion.

August 31st 2023, we have been accepting shipments as DHL service points at ACCEA stores, but will cease accepting shipments at all stores.

We apologize for any inconvenience this may cause and ask for your understanding.

Other DHL service points will continue to accept shipments, so please check below for details.

Recently, we have received information that there have been incidents in which people have been using DHL's name to obtain your personal information (names, addresses, etc.) via voice guidance, by falsely claiming that there was a problem with customs clearance for a shipment in transit, or that your package contained illegal items.

In such cases, DHL will not ask for your personal information, so please be very careful not to give out your personal information.

 

If you receive a call purporting to be from DHL and suspect that the caller is suspicious, do not follow their instructions and Consult with the nearest police station, our sales representative, or Customer Service.

DHL has been alerted of the unauthorized use of its business name in SMS messages asking receivers to download an application with the extension '.apk'. We encourage you to let us know at your earliest convenience by sending a screenshot of the suspicious SMS to phishing-dpdhl@dhl.com, include the suspicious phone number in the message. After reporting the fraudulent message, please delete it and under no circumstance should you download the application.

We have resumed limited shipping services in select locations of Ukraine.

Please note that we continue to suspend shipments to/from Belarus, shipments to Russia, and shipments within Russia.

Customs Clearance and Regulations Notice

As of Jan 1 2022, when applying the RCEP preferential tax rate to imported goods whose total taxable price per declaration exceeds 200,000 yen, customers will be required to prepare and submit the following documents;

  • the certificate of origin, or

  • the declaration of origin and its attachment at the time of import declaration.

If the imported shipment is a RCEP preferential tax rate applicable item, and you wish to apply the preferential tax rate, please prepare the above necessary documents and contact to our Customer Service before the baggage arrives in Japan. The declaration of origin template and its attachment can be found at Japan Customs website (Japanese only).

Please note that the RCEP tax rate cannot be applied after customs clearance. (Because the request for correction to the RCEP tax rate is not accepted)

If you do not require DHL’s assistance with the RCEP preferential tax rate application before import declaration, or wish to only apply for the general agreement tax rate, please contact your sales representative or Customer Service.

For more information regarding RCEP rules of origin and required documents, please refer to the related customs authorities. In advance of importation, you may refer to Customs regarding the origin of a good.

Billing and Payment Notice

With the introduction of the qualified invoicing system as a method for deducting consumption tax purchases corresponding to multiple tax rates from October 1, 2023, DHL Japan has also notified you of our qualified invoicing business registration number and the status of our qualified invoicing support.

  • Qualified invoicing business registration number: T9010701006154
    • We have completed registration as a qualified invoicing business company. Our registration number will be listed at the bottom of our invoices.
  • Scheduled date of invoice format change: September invoices will be issued accordingly.
  • Description of change

In the past format, consumption tax has been calculated for each taxable item on the invoice and the fractional amount has been calculated. To comply with the requirements of the invoice system, we will change the format so that consumption tax is calculated for the total taxable amount per each invoice with fractional amount.

The taxable amount and consumption tax amount will be indicated as follows.

  1. 免税対象合計 TOTAL TAX EXEMPTION
  2. 関税・消費税等立替金合計 TOTAL IMPORT EXPORT DUTY/TAX
  3. 10%税率対象合計 TOTAL TAXABLE
  4. 10%消費税 TOTAL TAX
  5. 1~4請求金額合計 TOTAL

 

*Please note that the consumption tax calculation for each taxable item is still shown, but there may be cases where it is inconsistent with the combined amount of consumption tax for each invoice.

As part of its commitment to the environment, DHL has decided to charge for mailing paper invoices issued after September 1, 2023, and to fully transition to electronic invoicing.

Starting Date : September 1, 2023

Invoice fee : 462 yen per invoice (420 yen + 10% tax)

In order to receive electronic invoices, you must be registered with the "MyBill" invoice management tool.

To promote cashless payment and improve customer convenience, DHL Japan is implementing an Advance Duty Collection service as of October 18, 2021.

Customers without a DHL account number will be notified by SMS or email to make advance payment for incurred import duties, consumption taxes and fees through a provided link.

If payment is not completed in advance, your shipment may be temporarily held at the DHL Service Center.
